Tyron McAlpin, a deaf Black man with cerebral palsy who Phoenix police officers assaulted and repeatedly shocked has filed a federal lawsuit against the city alleging false arrest and other claims.
Lawyers for McAlpin accused the city of negligence and Phoenix police officers Jorge Acosta, Benjamin Harris and Kyle Sue of violating McAlpin’s Fourth Amendment rights by using excessive force against him and arresting him without evidence he committed a crime, according to a complaint filed Wednesday.
